Global Scope: International Governance Scorecard

The same eight-domain framework applied to every country the United States has substantive relations with. Scores drive treaty preferences, sovereign fund withholding, and trade alignment — proposed terms to be negotiated with the allied bloc. Immigration is NOT among them: the Employer Parity Surcharge is origin-neutral.

The Alliance Incentive proposes replacing ad-hoc tariffs with a single rule: tariff rate scales with governance quality — a deliberate, negotiated departure from the most-favored-nation status quo, brought to the allied bloc as terms, not imposed as a unilateral compliance claim. Every nation the US has substantive trade or diplomatic relations with is scored across six independently-weighted domains — governance, environmental externalities, labor standards, defense contribution, trade openness, and human rights — by a panel of 7–9 international judges using the Olympic method (drop high and low; average the rest). The composite places the nation in one of four tiers, and the tier sets the base tariff (10% / 30% / 60% / 100–120%). The architecture rewards the direction of travel: a nation that improves its score climbs a tier; a nation that erodes descends. The same governance score also informs supply-chain procurement preference and defense co-production siting. (The Employer Parity Surcharge is origin-neutral — the index plays no role in the surcharge rate.)

Fully Aligned≥70

Full treaty access, 10–15% withholding, defense co-production, intelligence sharing, and mutual recognition.

Partially Aligned50–69

Standard treaty terms, 30% withholding, trade benefits proportional to composite score. Co-production on non-sensitive systems.

Neutral40–49

Standard terms, limited co-production eligibility. Most-favored-nation baseline. Neutral withholding schedule.

Partially Unaligned30–39

Enhanced CFIUS/OFAC review. Surcharges on specific product categories. Export controls on dual-use technology. Reduced investment access.

Unaligned<30

Maximum reciprocal tariffs. Comprehensive export controls. No co-production or intelligence sharing. Alliance-coordinated economic boundaries.

Scores are recalculated annually. Any nation that improves measurably receives automatic tariff relief and co-production access via the Ratchet mechanism. Deterioration triggers proportional consequences without congressional action.
