Doctrine
Staged activation, not instantaneous replacement. Each system must pass readiness certification (technical reliability, administrative capacity, public usability) before legacy systems retire. Prioritizes visible early benefits, modular deployment, and parallel fallback systems. The Accord inherits the CBO baseline's ~$2T annual deficit and converts it to surplus over approximately three to five years. It does not increase the deficit at any point during the transition.
Phase Zero (2027–2028): Pre-Governing
Coalition formation, Congressional staff familiarization, candidate recruitment. COMPASS prototype using existing Census/BLS/HHS/NSF data. FedCard architecture planning: procurement language, digital identity design, pilot payment rails, Treasury/Fed collaboration. Shadow boards (informal advisory structures for AHQB, NSB, FHSB) prepare rulebooks, measurement frameworks, and regulatory corridors. Legislative text, CBO pre-scoring, implementation playbooks. Bipartisan entry points: Baby Bonds pilot, childcare grants, VA healthcare desert expansion, grid hardening as national security, SS cap removal.
Wave 1 (Executive Orders — First Year, 2029)
Healthcare deserts: VA telehealth expansion, rural clinics, mobile health units (existing HHS authority). Supply chain: domestic sourcing standards, defense production priorities, strategic stockpile expansion. Housing: federal land for modular housing, zoning demonstration projects. NSB preparation office, federal dataset integration, COMPASS beta. FedCard pilot: Treasury digital benefits card through IRS/SSA for child allowance and rebate delivery. Federal payroll standardized reporting for federal contractors (prepares for TCL).
Visible Early Benefits Principle: The first year must deliver clear public gains—healthcare deserts, family support, telehealth, infrastructure activation—to establish legitimacy before the full architecture is operational. Citizens see benefits before they see new taxes.
Wave 2 (Reconciliation — 51 Votes, 2029–2030)
All revenue instruments: TCL, Unified Income Tax, Corporate Tax, Wealth Levy, Estate reform, VAT (year 1 of phase-in), Carbon Fee, Market Corrections, SIFI Levy. Core operational programs: VHA-E (enrollment begins), UCA, Baby Bonds, Skills Wallet, Pell reform, SS reform, Dignity Floor. Housing: ZRIG grants, FHSB establishment. Infrastructure: grid modernization authorization, Climate Adaptation Trust. Immigration Parity Wedge (tax-based surcharge qualifies for reconciliation). Democracy Vouchers. Expert board charters: NSB, AHQB, FHSB, FSDB. FedCard charter, COMPASS authorization, RSA establishment.
Wave 3 (60 Votes or Bipartisan, 2030+)
DCF Treaty framework and alliance trade system with CBAM. Ranked Choice Voting. DC Statehood. Binding Puerto Rico referendum. Section 230 reform and DOSB establishment. Permanent governance board codification. 18-year Supreme Court terms. Federal eminent domain for interstate HVDC transmission corridors.
Readiness Gates and No-Cliffs Doctrine
Legacy systems (Medicare, Medicaid, ACA exchanges, employer insurance) do not sunset until VHA-E replacement is certified fully operational by OMB and AHQB.
